A balanced two-week route is roughly three nights in Tbilisi, two in Kazbegi, two in Kakheti and four to five nights split across the western chapter you care about most, with the remaining nights used as transfer buffers or a final city stay. Pick Svaneti or a broad Black Sea/western route according to season and priorities.
Choose the base that fits the trip
Keep the eastern week simple: Tbilisi, Kazbegi and Kakheti
The first week does not need to look radically different from a strong ten-day itinerary. I would spend three nights in Tbilisi, two in Kazbegi and two in Kakheti, with the exact order shaped by arrival time and transport. That gives each place at least one full day that is not a transfer day.
This is also where I would settle the car-versus-driver question. A rental is useful when it supports several consecutive regional days; it is less compelling when it spends most of the trip parked in Tbilisi or when wine tasting makes self-driving inconvenient.
Use the second week for one coherent western story
For Svaneti, I would make Mestia the practical anchor and add Ushguli or another village only when current conditions and transport support the plan. For a lower-altitude western route, Kutaisi can anchor caves, monasteries and canyon day trips before Batumi or a smaller Black Sea town.
The mistake I would avoid is combining Svaneti, Kutaisi, Batumi and multiple beach towns simply because fourteen days sounds generous. Every long transfer still costs a useful part of a day. Choose the western chapter that matches the trip you actually want, then give it enough nights to justify the movement.
Design the final two nights around departure and recovery
A two-week trip benefits from a deliberate final base. If the flight leaves Tbilisi, returning a day early can remove a fragile same-day cross-country connection. If the flight leaves Kutaisi, finishing in western Georgia may be much cleaner. Let the airport shape the ending rather than backtracking by habit.
I also like leaving the final afternoon light. Laundry, a favorite restaurant, a missed sight or simply a slow walk can be more memorable than forcing one more excursion into the schedule. Two weeks should feel more spacious than ten days, not merely contain more pins.

I would usually keep it to four or five main bases, with occasional village overnights only when they are part of a specific hiking or road route.

Yes if Svaneti is the main western chapter and you resist adding several other regions. The itinerary still needs realistic transfer days.
